The Rebel is a Mission in Mass Effect Andromeda. Missions advance the main story, and flesh out the side content of the game as well as provide opportunities for rewards and exploration.

Walkthrough
Find and speak to Kent Halsey standing on the catwalk near the shuttle docks in Paradise sands.
Talk to Velonia in Paradise and she gives you a navpoint.
Follow navpoint to the cave in Sea of Ataraxia, defeat the enemies and enter the cave.
Find Isabel Halsey and convince her to leave by reminding her family and her brother misses her. Dont tell her "Fine, stay here" or "This won't last".

same deal. In The Rebel, i find Isabel but cannot talk to her. Quest star is on her, but she is bugged.

You can't talk to her because a bunch of raiders spawn inside the ceiling of the cave, keeping you in combat which disables the talk action. You can work around this by driving the Nomad into the cave somewhere past Isabel; when you get out, combat should end and you should be able to talk to her. If not, get back in and get out again.
