Walkthrough
After prerequisite met, speak to Jim in Kadara Jail.
Travel to Kadara Slums, and talk to Cele at Tartarus.
Return to Jim and tell him the news.

I think this quest is bugged. Every time I go to Tartarus Cele won't talk to me and she just keeps dancing. Reloading saves doesn't fix the issue either.
