Bio-converter is an Augmentation in Mass Effect Andromeda. Augmentations are special are special optional components which can be added into a Blueprint when developing an item to customize it. They can grant various bonuses to an item or even change its basic functionality.

As I have experienced, the Player must make themselves one using Research & Development, then they can then find them in loot drops. And these may have started to appear in some vendors inventories after the latest patch; unconfirmed.
