Walkthrough

 Find the Remnant conservatory on H-047C.

 Enter the Remnant conservatory, wipe out hostiles and interface with the Remnant console to release a friendly Observer.

 Scan the console you want the friendly Observer to activate and move forward. (There is a place you need to activate two consoles in order, activate the one with one orb nearby first, then the one near the two orbs.)

 Activate the Tiller.
