Walkthrough

 When you're in Prodromos, head into the first floor of the 2 story building closest to the Tempest. You will find 2 terminals next to each other. One activates this mission and the other activates Waking Up to the Future. Check the supplies report and acknowledge it to begin the mission.

 Make your way to the small peninsula near Site 2 and scan the supplies on the ground. You can actually turn in here but if you want to dig deeper you can keep searching more supply drops for a different outcome.

 At the next supply drop, kill the wildlife in Four Giants which is near the forward station. Scan the items in the sand to discover more clues.

 Find the next supply drop by the forward station close to the buried monolith. Kill the enemies and scan the supplies in the ground here.

 The next one can be found by a small Remnant site. You can now follow the nav to find who is responsible for all of this. You'll come to a hideout of some outlaws. Speak to Chase Gagnon here and they will ask for a second chance. Grant them their wish and return to the terminal to fill out your bureaucratic paperwork. 600 years into the future and we still haven't discovered the cure for forms.
