Walkthrough
When you are able to wander in Aya head to market and speak to Arbiter Renaav. She will talk to you about the the rules of law and trade. When prompted, tell her "I'm ready to know more" and she will send you to the proper office for more info. From here go south and take the stairs up to get to the governor's office. Talk to the angara behind the desk.
Pick up the datapad that appears on the desk. Leave teh office and head to the eastern section of Aya, right outside the Resistance HQ. Speak to Arbiter Vraagen by the terminals to the right of the HQ entrance. The datapad will show up on the crate next to him. Check out the datapad to conclude the mission.
