Sleeping Dragons is a Mission in Mass Effect Andromeda. Missions advance the main story, and flesh out the side content of the game as well as provide opportunities for rewards and exploration.

"A group of protesters are demanding that their families be released from stasis. Speak with Nexus leadership about how best to resolve the situation."

Walkthrough
In the Nexus, the hyrdoponics protestors are getting unruly. Speak to Rhys, one of the protesters. Agree to speak to the leaders in charge of stasis revivals. Go to the militia office in Nexus ops and talk to Kandros about the protestors. Tann, Addison and Kesh join in. If you want to take the side of the protesters and avoid violence, say "We have a whole planet!". Finish the dialogue with "No. The protesters are right," to avoid confrontation.
Go up the stairs to Addison's office on the Hyperion and use the pod control to authorize the revivals. Rhys will arrive and you can talk to him about his mom.
